I cannot control the temperature of the 3-way burner. It is either "off" or on "high."

The right front burner works but does not turnoff. The knob is new and works with other burners. By trial and error, we can turn the burner off. It appears that a red ring around the switch shaft is broken. What could be the problem and how to fix this problemz?
