Wires going to the fan motor is only putting out 10.67 volts when the motor is unplugged. Fan motor works when 12 volts is applied to it. What is not letting the full 12 volts reach the fan motor?

It is responsible for supplying the respective voltage to the evaporator fan motor. Glad to be of assistance!
