Hi Dean, thank you for your question. If water is being left at the bottom of your machine, I would suggest making sure that your filter, drain pump, and tubing are not obstructed by debris. Especially your filter there. If there are no obstructions you may also want to take a look at your float switch and you will want to take a look and make sure your dishwasher is level. These valves are nothing more than a soft rubber flap that allows water to flow out to the drain and keeps what remains in the drain hose from flowing back into the dishwasher sump. Since the valve is soft and pliable, it is also subject to deterioration such as warpage or breaking completely off. Also, it is possible for a piece of debris in the water to get stuck in the valve and prop it open, allowing drain water to flow back into the dishwasher. After clearing the debris, your dishwasher will start draining, and we recommend not using it without the flapper valve because it prevents the dirty water from re-entering the dishwasher.
